Woods completed his opening-round 64 earlier Friday, then came back with a vengeance in the second round. He parred his first three holes, then birdied then next five and snapped his birdie run with an eagle.
The seven-under front nine gave him the lead. Woods, the FedEx Cup playoff points leader, ended up shooting seven-under 63 in the second round and completed 36 holes at 13-under-par 127.
The 127 easily broke the old 36-hole tournament mark of 130, which Bart Bryant and Retief Goosen set in 2005.
Woody Austin is alone in second place at 10-under-par 130 after back-to-back 65s.
Defending champion Adam Scott posted a 66 and shares third place with Mark Calcavecchia (66) and first-round leader Tim Clark (69) at minus-nine.
K.J. Choi, who is fifth in the FedEx playoff points list, and Sergio Garcia are tied for sixth at eight-under-par 132 at East Lake.
